The city conducts this program in partnership with the Vancouver School District and Vancouver Housing Authority. Last summer, about 450 local chil dren ate lunch each o f the program ’s 34 days. The Summer Food Service pro gram was established to ensure that. during school vacation periods, chil dren would continue to receive the same high-quality meals provided during the school year. The program resulted from awareness o f the criti cal importance o f proper nutrition to children, and a belief that school vacations should not end the avail ability o f nutritious meals for many children. Children who are members o f food stamp households or AFDC assis tance un its are automatically eligible to receive free meal benefits at two additional sites (below). The sludge is really just dirt, gravel, sediments, and other minor pollut ants that run o ff o f roadways. It col lects in the bottom of manholes, storm drains and catch basins, and waits to be sucked up by the giant hoses on Clark County trucks. Previously, the sludge was depos ited at the W hatley Pit, and was pro cessed through a rudimentary filter ing system. As o f Friday, May 22, it will be dum ped at the only decant facility in southwest Washington. The W hatley Decant Facility, 11203 NE 76th street, Vancouver, consists o f a dewatering site and storage ponds for the proper treatment o f the waste. “New state and federal recom- mendations for the disposal o f storm sewer waste have been the driving force in building this state-of-the-art processing facility,” said Bud Cave, Clark County Operations Supervi sor. "W e took their recommenda tions seriously, and have built the only decant facility in southwest W ashington. At this time, Clark County is seeking intergovernmen tal agreements with local cities and the state o f Washington to use the facility.” At the decant facility, waste is dumped onto a giant concrete slab, drains through three separate water chambers designed to separate the dirt from the water, (lows through a filtering system to remove oil and gasoline, and Hows into 2 waterstor- age ponds. The water is tested, and then is allowed to go into the Hazel Dell Sewer District system. Any re maining dirt or silt will be tested, and then, if safe, w ill potentially be used as fill dirt for the construction of shoulders alongside roads. "Local cities and the state o f Wash ington will be using the new Whatley Decant Facility as soon as a half street improvement is completed sometime this summer,” said Cave. "Clark County is proud to be able to sponsor a regional facility that pro tects the environment and can serve other agencies at the same time.” The new facility was constructed for $270,000 and will pay for itself through dumping fees paid by par ticipating agencies. Vancouver-Clark Parks And Recreation Department Fonns Partnership With U.S. MarineCorps The Vancouver-Clark Parks and Recreation Department is working with the United States Marine Corps (USM C) in a partnership that will provide valuable training for the USMC and may reduce local park construction costs by up to $ 150,()()(). The area to be developed is north o f V ancouver Lake Park o ff Lower River Road, betw een B uckm ire Slough and thedike that runs parallel to Vancouver Lake. The USMC will grade approxi mately 440,000 sq. ft. and relocate almost 20,000 cubic yards o f mate rial on a 36-acre site. The grading work will provide a base for con struction o f two picnic shelters, a restroom, play area with play equip ment, trails, access road, grass over flow parking area, landscaping and irrigation. The USMC will also create a 5.6- acre wetland pond on the northern portion o f the site. The area will be planted with a native wetland seed mix and separated from the devel oped park by a planted buffer. The MarineCorps began thegrad- ingwork Saturday, May 16. It will be completed in approximately three weeks. I he City o f Vancouver, the Direc tor o f Clark County Public Works, the International Union ofO perating Engineers Local 701, and the Board o f Clark County Commissioners all support this partnership between the Parks Department and the Marine Corps. Funding comes from local resources, the Interagency Commit tee for Outdoor Recreation (IAC) and Real Estate Excise Tax (REET) funds. M a jo r On Tuesday, May 26, 1998, at approxim ately 4:37 in the afternoon, at NE 6th and Broadway, a Northeast Precinct Uniform car attempted to stop a red Chevrolet Camaro, which had an extremely loud stereo system But, instead ofstopping, the driver o f the Camaro, who was alone in the vehicle, accelerated. The Camaro turned south on NE Martin Luther King Jr. Boulevard with officers in pursuit,but because o f the heavy traffic and erratic m a neuvers o f the Camaro. officers ter minated the pursuit at approximately MLK and NE Wasco Street. The officers could see the Camaro continue southbound on MLK at a high rate o f speed, then turn east- bound onto NF. At NE 12th and Davis; officers found that the Camaro, traveling at a ye, undetermined speed, had run the stop sign and struck a blue Dodge Shadow that had been southbound on 12th Avenue. A fter striking the Dodge Shadow, the Camaro struck and punched a hole in the west wall o f the Portland Bottling Company, then burst into flames. The driver o f the Camaro fled from the vehicle but was caught and held by an employee o f Portland Bottling. The driver of the Dodge Shadow, identified as 37 year old Alena K . Pustovit, ofN ortheas, Portland, was transported by ambulance to a local hospital, where she is listed in criti cal condition. The driver of the Camaro, identi- fied as 27 year old T rav is Scot, C alhoun, was transported by ambu lance to a local hospital, where his condition is listed as stable and he is under guard. T ra v is Scot, C alh o u n had four w arrants outstanding for his arrest; a no bail. State Parole Violation W arrant; a Failure to Appear, Firs, D e g re e F o rg e ry W a rra n t in Clackam as County; a Second De gree Forgery W arrant in Clackamas County; and a Failure to Appear, Second Degree Theft W arrant in W ashington County. In connection with the incident, C alhoun has been charged with Sec ond Degree Assault, Felony Attempt to Elude. Felony Hit and Run, Reck less Driving, two counts o f Second Degree Criminal Mischief, Driving While Suspended, and Driving With out Insurance.
